Error occurs when using ShapeUpgrade_UnifySameDomain

I have some STEP files in which all cylindrical faces are split into two and I tried ShapeUpgrade_UnifySameDomain to merge them, most of these files were processed successfully but some failed.
Here is the error info:Standard_ConstructionErrorgp_Dir::Crossed() - result vector has zero norm raised from method Build of class ShapeUpgrade_UnifySameDomain.
I wonder how to fix the error and one step file is attached.
