I think that if you have registered an account on this Development Portal, then you should be able using the same account on Mantis bugtracker (make sure to choose a proper project there - "Community").

to solve this problem you can use another tolerance:
command in DRAW:
bfuzzyvalue 1e-6
It's maybe a visual problem. Fuse operation is done，but visual data of shape generates failed.
