Open CASCADE Technology (new name for the Open CASCADE software) does have interfaces for Parasolid XT and ACIS SAT formats. See www.opencascade.org/support/products/dataex for details.
Basing on this you should be able to derive your custom OLE mechanisms, or other platform-dependent techniques. The data exchange components themselves are platform independent.
