[Patch] Fix build failure with tcl 8.6

Hello,

Here is a patch needed to compile with tcl 8.6. When this patch is applied, opencascade still builds with tcl 8.5, I did not test earlier versions.

Patch has been registered with ID = OCC22327.
Later you can check it via the specified ID in OCCT Release Notes.
