Bug in meshing of the enclosed face (Attachment 2 (BREP))

Here is a bug in meshing of the enclosed face(Attachment 2 (BREP).
A patch is not require, the solution is recommended to be included in the
development version.

*Description:
Problem of meshing of the face Attachment 2 (BREP).

*Diagnosis:
We apply the meshing method on the loaded BREP face (incmesh 0.01 on the face,
we obtain nothing. On the other hand the same face, but the surface has been
modified to the surface of Bezier(file Attachment 3 (BREP)), the meshing result on
this face (Attachment 3 (BREP)) is good.

*How to reproduce the bug in Draw:

*Status:
The "internal" limitation is totally ignored.
