Incorrect work of ShapeFix_ComposeShell
Description
We cann't correctly perform FixMissingSeam() during translation
entity #19387 from attached file(Attachment 1 (STP)). As result we receive
two faces instead of one face and both received faces aren't correct
(not closed).
