Method segment works wrongly for periodical BSpline curve
Description
initial attachment contains: cc - periodical BSpline curve, script.tcl - script
to reproduce bug, segm1.gif - curve before segment, segm2.gif - curve after
operation.
Run script.tcl in Draw to reproduce bug.
Correct result must be the same curve, only not periodical, because for
segmentation first and last parameters of curve were used.
