Hotfix: dependency of ViewerTest on OpenGL libs should be recorded in EXTERNLIB
Description
Integration of #0023067 added new dependency of ViewerTest package on OpenGL libs which need to be recorded in EXTERNLIB file; otherwise project files generated on Windows do not have relevant dependency and link fails
