Crash in STEPCAFControl_Reader::ReadLayers (const Handle(XSControl_WorkSession) &WS,
Handle(TDocStd_Document)& Doc) when opening attached file due to NULL value returned by SVPLA->Name() @ line 1399

Not reproduced on Linux, Windows VC 2010 and Windows VC 2015 platforms.

Test case does not trigger the problem described in bug description on OCCT 7.1.0.
Either, test script or problem description is incomplete.
