Modeling Algorithms - BRepFilletAPI_MakeFillet works and fails with equivalent (not equal) shapes in OCC 7.4

I have attached an example with two shapes that are equivalent, but constructed differently. For one version the fillet operation succeeds, but the second shape it fails throwing:

EXCEPTION Stripe compute 0x1acd0c0 : Standard_ConstructionError: Geom_BSplineSurface: Weights values too small

when compiled with debug information turned on.
