Visualization - Arrows in dimensions are drawn behind some other lines after applying 30716
Description
After applying #0030716 changes (default polygon offset Units property is changed from 0.0 to 1.0) the appearance of arrows in dimension objects is changed (look at the attached image Attachment 1 (PNG)). Some other objects (as markers on this image) are drawn over arrows and it looks not so good. It would be nice to change polygon offset Units property for such arrows in dimension objects back to 0.0.

AIS_Dimension::DrawArrow() now disables polygon offsets for drawing 2D arrow,
so that it is expected to be drawn at the same depth as dimension line.
